The difference isn't the drafting, it's the cadence around it. Milestones and the standing scrum are priced in rather than given away, and the package buys a lower rate on every hour. On a small set the cadence overhead can outweigh the discount, so packages earn their keep at roughly eighty hours and up.
Covers revisions, unknowns in the source data, and agency comments beyond what the package includes. Ten percent is normal on a well-defined scope; twenty is honest when the survey is still coming in.
